well, need compiler of sort. c++ source code won't run, need turn executable file.

and, yes, can this. if download mingw (minimalist gnu windows), can compile source code command line fine, using editor want create source files.

but it's possibly not i'd inflict on beginner, may want in microsoft visual studio express editions since give ide makes life easier, unless you're crusty old coder me still likes using punched cards :-).
